Kyiv Smart City: Massive Digitization Announced at Kyiv Smart City Forum 2019

While Ukraine is preparing for the implementation of “smart” technologies, Kyiv is already using them. The development of a smart city system enabled the introduction of dozens of e-services for the city dwellers. Kyiv has been building the smart infrastructure for 4 years. The first projects implemented were intended to increase the transparency of government work – Open Budget, Participation Budget, and Online Procurement. Later, dozens of e-services appeared, covering the entire population of the city: e-tickets for public transport, extensive city video surveillance system with smart cameras, Kyiv Citizen Card, which is not only a means of payment, but also a citizen’s identification tool.

To make these dreams come true, Kyiv has come a difficult and long way. The city created a single registry platform that includes information about the population, municipal property, architecture, and even pets. This large-scale work on digitization of various city data made it possible to make Kyiv a “smart” city. Municipal services in one application and not in dozens of offices of different services is already Ukrainian reality.

Kyiv actively supports hackathons. These are useful activities for both the city and the participants to find the best IT solutions and attract the best ideas for creation or improvement of e-services. IT professionals, designers, and other professionals were developing technology solutions based on traffic data provided by Uber representatives during the Uber Smart Mobility hackathon. Eleven teams participated in the hackathon. The top prize from Uber — $ 5,000 — was awarded to Team No. 5, which presented a project to find the optimal coordinates for the place of residence based on the data on regular citizen movements (office, school, hospital, etc.).  Team No. 5 members are: Oleksii Dubok, Vladyslav Tkachuk, Andrii Zelenetskyi, Hanna Kuzmenko, Artem Kuzmenko. The awarding ceremony took place at the main stage of Kyiv Smart City Forum 2019.

Kyiv Smart City Forum 2019 hosted an annual award ceremony for leaders in implementing innovative infrastructure solutions. The purpose of the competition is to draw attention to the use of smart city technologies for urban infrastructure development, as well as to present the best Ukrainian projects.

The jury analyzed more than 100 entries and identified the most successful projects in 5 nominations.

Ternopil, Tetiiv United Territorial Community, Kyiv Oblast, and Drohobych won the Open Innovative City for successful involvement of citizens in the processes of city governance based on the use of information and communication technologies.

Zhytomyr, Lviv and Mariupol won the Best City Transport Model for the highest standards in the development of urban transport infrastructure.

Kharkiv, Uman, Chortkiv won the Best City to Live In for the highest standards of living and the level of satisfaction of the population.

Slavutych, Shostka, Mariupol won the City of Startups for launching innovative projects and technological solutions to improve urban space.

Bila Tserkva, Myrgorod, Illintsi won the Environmentally Friendly City for the use of smart technologies for environmental protection and urban ecosystem.

2019 Kyiv Smart City Forum awarded the winners of the Public Budget, which is an effective tool for change. It helps the residents transform the city and influence the development of urban space. The projects that receive the most votes will be implemented by the city government under the control of the winning teams and the public. The Public Budget was held in Kyiv for the fourth time this year. UAH 150 million were allocated from the city budget for the implementation of 2020 Public Budget projects.
